I like this directory http://www.thewebknot.com/ as it will even let you direct link things. like go into investing under business it puts a direct link to my sites calculators etc.. which i think is nice.
You layour is to much like the rest of them out there. Directories are poping up like crazy you should try to do something different to make it stand out.
Also to build it up i would not require a reciprocal link at first anyways. good luck

My main comments is just that I don't think most people will want to have to add PHP files to their website in order to get listed. That is somewhat unusual.
Requiring reciprocal link is fine, many directories require that. Of course it will slow down submissions, as XBU mentioned.
You might want to fill something in on the FAQs page.

that is my main problem. which is why I am still testing. Most ppls will not want to add php file or they don know how ?

What I understand is that this directory is not just a plain directory. It's main objective is to provide easy way of exchanging link to other web masters.
For the past 7 months I since I start building reciprocal Link, my main problem is to find site with same topic/category as my site who are willing to exchange link with me.
So if you really want to exchange link with other member of the directory, and you are really looking for quality reciprocal Link I think inserting a piece of code in your site is less effort than spending hours of searching site who want to exchange link with you, then after that insert it in your reciprocal link page manually, over and over again, Time consuming.
Now here is a directory or site where you can get reciprocal links automatically from other web masters almost effort less, why not grab it  .
What I love to the concept of this directory is you can get a solo back link to your site which is SE give higher credit than sharing with hudreds of site in the same page.
