I have quit worrying about my PR ranking and am only concerned with getting targeted traffic to my site. I am focusing on SEO (which as a side effect will increase my PR) to move up in the SERPS for my targeted keywords, and on getting links on sites that can send targeted traffic to my site.
So I definitely agree with your article. Pay attention to getting traffic and the PR will increase as well.
